PFA Basketball Rules, Format, and Conduct
- Play will be in the format of “speed ball”. There will be two 20-minute halves. In the first half, the clock does not stop except for timeouts or official stoppages by the referees. In the second half and in overtime periods, the clock does not stop for fouls, dead balls, etc. until the last two minutes of the game. Overtime periods last 5 minutes and will be in the same format as the second half.
- If a person is fouled in the act of shooting (except for the last 2 minutes of the second half), the shooter will be awarded one point and the ball (for missed attempts) and one point plus the basket (for successful attempts). This applies for both 2-point and 3-point attempts. If a technical or flagrant foul is committed during this portion of the first and second half, the opponent will receive two points and the ball back (unless the technical foul was committed when the offending team had the ball, in which case the opponent would receive two points but not the ball).
- On and after the 7th team foul of any half (except for the last 2 minutes of the second half), any defensive foul (shooting/non-shooting) will result in 1 point and the ball for the offensive team (for missed attempts or non-shooting fouls) and one point plus the basket made (for successful attempts).
- Free throw shooting: Teams will only shoot free throws in the in the last two minutes of the second half or the last two minutes of overtime periods. The number of free throw shots is determined as follows: shooting fouls (2 or 3 shots depending on the attempt), no free throws (non-shooting defensive team fouls 1-6), one-and-one (non-shooting defensive team fouls 7-9), two shots (non-shooting defensive team fouls 10+), and technical/flagrant fouls (two shots plus the ball). Total team fouls in the second half carry forward to any overtime periods.
- Each team will have 2 timeouts per half, or overtime period. Unused timeouts cannot be carried forward to the next half. Referees can call official or injury timeouts at their discretion.
- Teams are allowed to have up to 12 players on their roster. Final team rosters must be submitted to the league Director by the 3rd week of play. Additions or changes to the team roster after Week 3 (due to injuries or other circumstances) must be approved by the league Director.
- To be eligible to participate, a player must be on a team’s roster and must sign a release form prior to his participation in any games. A team will forfeit the game (regardless of the outcome of the game), if a player does not sign a release form prior to playing.
- If a team plays with a player not on their roster, the team will forfeit the game. A game can still be played for recreational purposes if both teams agree.
- Initial team roster and team fees must be provided to the league Director at the first game. All team fees must be paid by the second playing week or else the team will face forfeiting games or termination from the league.
- A team will forfeit the game if it does not have at least 4 active players to start a game. A game can still be played for recreational purposes if both teams agree.
- League operates under rules set by the National Federation of High School Rules, except those modified as discussed above.
- Tentatively, there will be a 3-week, 6-team, single elimination playoff. Playoff order will be based on the following criteria: 1st- win/loss record, 2nd- head to head matchup in case of ties, 3rd- total points scored, 4th- coin toss.
- A player cannot play in the playoffs unless he played at least 2 regular season games (unless approved by the league Director).
- Coaches have the responsibility of communicating these rules to their players and are responsible for their conduct and the conduct of anyone associated with that team. Poor sportsmanship and improper conduct will not be tolerated. This consists of fighting, cussing, arguing with referees, taunting, trash-talking, etc. Improper conduct, technical, or flagrant fouls will be reviewed by the league Director, and the players or teams involved will face forfeiture of games, suspension, or termination from the league depending on the severity of the situation.
